My attention has been directed towards your outstanding alertness concerning the criminal activities of Charles George Vinsant, wanted by the F.B.I. on an Unlawful Flight to Avoid Prosecution warrant and for violation of interstate transportation of a motor vehicle while representing himself as Reverend James Hefley.
I wish to commend you for your alertness in associating the scant information available from the Avis Rent-A-Car bulletin through your assignment at the Tulsa Municipal Airport and relaying this information to your appropriate superiors. This action was primarily responsible for the subsequent apprehension of Vinsant.
This not only reflects your keen interest and desire in being a fine police officer but also I feel this is a compliment to our training program. Certainly, your action reflects your interest in proving that Tulsa has one of the finest police departments in the nation because of officers of your caliber.
